    Chapter 1: General Rules

    Article 1: (Name)
    This association is called The Korean Association of Youth Welfare. It will be referred to as 'this association' hereinafter.

    Article 2 (Purpose)
    The purpose of this association is to contribute to the development of Korean youth welfare through research on overall matters of adolescents' welfare, development of programs and policies, and strengthened work capacity, as well as to promote the fellowship of its members.

    Article 3 (Office)
    The office of this association is in the same place as the president's office.

    Article 4 (Projects) To accomplish the purpose of Article 2. the following projects will be carried out.

    1. Research and investigation related to youth welfare studies
    2. Issuing academic journals and other publications
    3. Holding conferences, lectures, and other research presentations
    4. Interacting with organizations that share the same mission
    5. Conducting projects needed by this association

    Chapter 2 : Members

    Article 5 (Classification and Qualifications of Members)
    The members of this association are classified into regular members, associate members, special members, and group members, whose eligibility is as follows.
    1. Regular members should have at least a bachelor's degree in the fields related to youths, such as youth welfare studies, social (child) welfare studies, youth (education) studies, education, and psychology, and are currently engaging in teaching and research at universities or equivalent institutions or working in the fields related to youths.
    2. Associate members are students majoring in the fields related to youths, such as youth welfare studies, social (child) welfare studies, youth (education) studies, education, and psychology.
    3. Special members are those who have agreed with the purpose of this association and actively contributed to its development.
    4. Group members are domestic and overseas education and research institutions or groups related to youth welfare.

    Article 6 (How to join)
    Those who would like to join should submit a completed application and pay the annual and membership fees and be approved by our steering committee.

    Article 7 (Rights and Duties of Members)
    The members selected according to Article 5 have the following rights and duties depending on their membership type.
    1. Regular members have the rights to vote, run for election, and participate in resolution as to various tasks of this association. They are also eligible to participate in the projects specified by Article 4. They should pay modest amount of annual fees.
    2. Associate members, special members, and group members can freely participate in projects specified by Article 4, and should pay modest amount of annual fees.

    Chapter 3 : Officials

    Article 8 (Classification of Officials) This association has the following officials.
    1. A few advisors
    2. 1 president
    3. 3 vice presidents
    4. 2 auditors
    5. Around 50 directors

    Article 9 (Selection of Officials) To smoothly operate this association, officials will be selected as follows.
    1. President and auditors are selected by the board of directors and should be approved by the general assembly.
    2. Advisors are recommended by the general assembly among those who used to serve as the president.
    3. Vice presidents and directors are selected by the president among regular members.
    4. Chairman of each committee is appointed by the president among directors

    Article 10 (Roles of Officials) The officials perform the following roles.
    1. The president represents this association, oversees all the tasks, and serves as the chairman of all meetings.
    2. Vice presidents assist the president, and the oldest one shall take over the duties of the president when he or she is absent.
    3. Auditors conduct audits of operation and accounting of this association and report the results to the general assembly.
    4. Directors pay modest amount of annual fees and handle detailed tasks of this association.

    Article 11 (Term of Officials)
    The president, vice presidents, auditors, and directors shall serve for 2 years.

    Article 12 (Secretary)
    This association has a few secretaries for assistance of tasks.

    Chapter 4 : Meetings

    Article 13 (Meetings)
    The meetings of this association are classified into general assembly, board of directors, and steering committee meetings.

    Article 14 (Organization of General Assembly)
    General assembly consists of regular members.

    Article 15 (Chairman of General Assembly)
    The president serves as the chairman of general assembly. When he or she is absent, the oldest vice president will take over.

    Article 16 (Convocation of General Assembly)
    The general assembly will be convened once a year. However, if it is deemed necessary by the president or demanded by the majority of directors, it may be convened temporarily.

    Article 17 (Rights of General Assembly) General Assembly has the authority as follows.
    1. Revision of rules
    2. Approval of budget and settlement
    3. Decision-making as to agendas raised by the board of directors
    4. Other matters that need to be addressed

    Article 18 (Resolution of General Assembly)
    Resolution of the general assembly will be done through majority vote of regular members in attendance. Written power of attorney of regular members absent due to unavoidable circumstances shall be included in the votes. In case of a tie, however, the chairman shall have the final say.

    Article 19 (Organization of Board of Directors)
    The board of directors shall consist of advisors, president, vice presidents, auditors, and directors.

    Article 20 (Chairman of Board of Directors)
    The president serves as the chairman of board of directors. If he or she is absent, the oldest vice president will take over.

    Article 21 (Convocation of Board of Directors)
    It will be convened by the president if deemed necessary by the president or demanded by at least one third of directors.

    Article 22 (Resolution of Board of Directors)
    The resolution of board of directors will be done through majority vote of directors in attendance. Written power of attorney of directors absent due to unavoidable circumstances shall be included in the votes. In case of a tie, however, the chairman shall have the final say.

    Article 23 (Roles of Board of Directors)
    1. Reporting project plans, budget, and progress, and settlement deliberation
    2. Enactment of rules and amendment deliberation
    3. Enactment of provision and amendment deliberation
    4. Convocation of general assembly
    5. Deliberating on matters delegated by the general assembly and other matters to be proposed to the assembly
    6. Deciding on disciplinary actions against members

    Article 24 (Steering Committee)
    For smooth and efficient operation of this association, it has a steering committee.

    Article 25 (Organization of Steering Committee)
    Steering Committee consists of president, vice presidents, chairman of general affairs committee, chairman of editorial committee, chairman of academic committee, chairman of education committee, chairman of international cooperation committee, and chairman of research ethics committee.

    Article 26 (Roles of Steering Committee)
    1. Deciding on the amount of annual and membership fees specified by Article 5
    2. Deciding on various costs related to editorial committee
    3. Deliberating and deciding on agendas raised by each committee
    4. Deliberating and deciding on other matters deemed necessary by this association

    Article 27 (Duties of Steering Committee) The steering committee specified by Article 13 shall have the following duties.
    1. Chairman of general affairs committee oversees planning, accounting, and general affairs of this association.
    2. Chairman of academic committee oversees academic research and conferences of this association.
    3. Chairman of editorial committee oversees issuance of academic journals and publications of this association.
    4. Chairman of education committee oversees education-related tasks of this association.
    5. Chairman of international cooperation committee oversees external cooperation activities and promotion of this association.
    6. Chairman of research ethics committee oversees tasks related to research ethics and operates a separate research ethics committee to handle tasks fairly.

    Article 29 (Finance)
    This association is financed by the following funds
    1. Annual fees from members and funding from board of directors
    2. Subsidies from government institutions and related agencies
    3. Donations and funding from sponsors

    Article 30 (Fiscal Year)
    The fiscal year of this association is from November 1 of this year to October 31 of the following year.

    Supplementary Provisions

    1. The rules of this association takes into effect on September 11, 1998.
    2. Details that are not stipulated here shall be addressed by the board of officials.

    1. The rules of this association takes into effect on May 1, 2009.
    2. The term of officials that began on November 1, 2008 shall be extended till December 31, 2010, as stipulated in Article 11 (Term of Officials).
